A presidential proclamation announced in December 2017 acknowledges the scientific and historic value of the Grand Staircase Escalante National Monument established by President Clinton in 1996, but it also announced that “it is in the public interest to modify the boundary of the monument to exclude from its designation and reservation approximately 861,974 acres of land” ... and to open up those areas to mining, geothermal leasing, etc.
